The 21st Century Road to Housing Act Could Shape San Diego's Housing Market

The H.R. 6644 21st Century ROAD to Housing Act is now law, marking the largest federal housing package passed in decades. The legislation introduces dozens of programs and policy changes intended to encourage housing production nationwide, including in San Diego where limited inventory continues to challenge affordability.

While the law is not expected to change affordability overnight, it aims to remove barriers that have slowed housing production for years. For San Diego, where housing inventory remains limited, increasing supply has long been viewed as one piece of improving long term affordability.

What the new housing law includes:

  • Incentives for cities that increase housing production
  • Potential reductions in federal funding for communities that fail to meet housing goals
  • Regulatory changes intended to lower costs for prefabricated housing
  • Programs that improve long term disaster recovery following events such as wildfires
  • New grants, loans, and pilot programs supporting housing development

The legislation contains 47 separate provisions, making it one of the broadest federal housing packages passed in decades.

Why San Diego could benefit over time

San Diego continues to face a significant housing shortage, particularly in urban neighborhoods where demand has consistently outpaced supply. Many older homes that were once considered naturally affordable have experienced substantial price increases over time due to limited inventory and strong buyer demand.

Rather than creating an immediate market shift, the legislation is designed to encourage:

  • Faster housing production
  • More efficient land use planning
  • Local zoning changes that support additional housing
  • Increased collaboration between federal and local governments

Port of San Diego's Harbor Island Redevelopment Asks Public for Comments

A major redevelopment proposal for East Harbor Island is moving through the environmental review process and could significantly reshape one of San Diego’s most visible waterfront areas. Although the project has not yet been approved, public comments are currently being accepted while environmental review continues.

What’s proposed for Harbor Island

If approved, the redevelopment would include:

  • A 10.1 acre public waterfront park
  • Walking promenades
  • Public plazas
  • Playgrounds
  • Public art installations
  • Restroom facilities

The proposal also includes a 16.5 acre entertainment district, with:

  • 9.8 acres planned for a Topgolf entertainment venue
  • Additional restaurant and entertainment concepts to be selected later
  • New parking improvements
    Sidewalk upgrades
  • Roadway realignment along Liberator Way
  • Landscaping and intersection improvements

The site currently serves airport related operations and surface parking near San Diego International Airport.

What happens next

The Draft Environmental Impact Report is now available for public review. The public comment period remains open through August 24, 2026.

Following the review process, the project and environmental documentation are expected to move before the Board of Port Commissioners later this year for additional consideration. As with many large redevelopment projects, approval is not guaranteed, and community feedback remains part of the process.
